תמר צייטלין ציירת ואמנית ישראלית, נולדה ב1985 בירושלים, והינה דור עשירי בארץ ישראל, לבית משפחת סגל הצפתית.
את שנות ילדותה חילקה בין השכונות העתיקות של ירושלים לבין סמטאות העיר העתיקה בצפת, שם התגוררו סבה וסבתה ורבים מבני משפחתה, סבה מיכאל היה אמן ריקועי נחושת בצפת העתיקה ובשעות הרבות שבילתה לידו, רכשה תמר את האהבה ליצירה ולאמנות. שם, בין סמטאות צפת, ספגה את ההשראה לאמנות ואת המטען הרגשי הנובע מתוך יצירותיה.
תמר החלה בלימודי ציור מקצועיים מגיל צעיר מאוד וכבר בגיל 16 פתחה בירושלים מסגרת ללימודי ציור לבנות, בהם העבירה קורסים מקצועיים.
תמר המשיכה להשתלם בלימודי האיור הריאליסטי ובטכניקות שונות אצל האמנית אורה ניסים.
עם התקדמות עולם היצירה הטכנולוגי, החלה תמר לפרוץ דרך באמנות דיגיטלית ולהמציא טכניקות לציור דיגיטלי בסגנון ייחודי משלה.
יצירותיה מפארות בתים פרטיים, משרדים ובתי מלון בארץ ישראל וברחבי העולם ומוצגות בתערוכות.
תמר חתומה על ספרים רבים המלווים באיוריה המדהימים ועל שלל יצירות אמנות בסגנונות שונים.
